Public–Private partnership: Cabinet approves bill to establish PPP agency

Sri Lanka’s Cabinet of Ministers have approved the publication of a new bill to establish a National Agency for Public-Private Partnerships (PPPs) and provide the legal framework to promote and facilitate PPP projects in the country.

Approval to introduce the legislation was initially granted at the Cabinet meeting held on 2 June 2025. Accordingly, the relevant bill has been drafted by the Legal Draftsman and has received legal clearance from the Attorney General.

The Cabinet has now approved a proposal submitted by the President, in his capacity as Minister of Finance, Planning and Economic Development, to publish the bill in the Government Gazette and subsequently present it to parliament for approval.

The proposed legislation is intended to establish the necessary institutional and legal framework to encourage and facilitate public-private partnerships in Sri Lanka, according to a statement by the Department of Government Information.
