CEB Invites Global Bids for 100MW Wind Power Project in Mullikulam

The Ceylon Electricity Board (CEB), under the Ministry of Energy, has called for international proposals to develop two 50MW wind power facilities in Mullikulam on a Build, Own, and Operate (BOO) basis.

The project, tendered under reference TR/REP&PM/ICB/2025/001/C, will involve the financing, design, supply, construction, testing, commissioning, operation, and maintenance of the two wind farms, each with a capacity of 50 megawatts, for a 20-year term.

Interested project proponents can purchase the Request for Proposal (RFP) documents—consisting of six volumes on DVD—for a non-refundable fee of LKR 300,000. The documents are available at the CEB’s Renewable Energy Procurement & Performance Monitoring office in Kolonnawa until June 5, 2025, on working days between 9:00 a.m. and 4:00 p.m.

International applicants may request RFP documents via email by transferring USD 1,035 to the CEB’s designated account at People's Bank and providing payment confirmation.

Completed proposals must be submitted under sealed cover by 10:00 a.m. on June 12, 2025. Late submissions will not be considered, and proposals will be opened immediately after the deadline.
