Marking a Historic Milestone, Prime Group and FSLGA seal public-private synergy to elevate Local Government capacity nationwide

Prime Group, Sri Lanka’s leading real estate conglomerate, has entered into a landmark Memorandum of Understanding (MoU) with the Federation of Sri Lankan Local Government Authorities (FSLGA) recently to launch a comprehensive capacity-building initiative for local government officers across the island.

It aims to empower and build capacity among local government officials by providing training and knowledge-sharing programs, strengthening service delivery, transparency, and innovation in local authorities, carried out under the consultation of Dr. Krishantha Pathiraja.

This collaborative effort is a flagship project under Prime Group’s corporate social responsibility platform, ‘Prime Rajya Sewa Abhiman’, underscoring the Group’s ongoing commitment to meaningful community development and responsible corporate citizenship.

The MoU signing marks a historic milestone, with FSLGA Chief Executive Hemanthi Goonasekera recognizing it as the first major public-private partnership of its kind between a national local government body and a leading private sector real estate brand.

Prime Group Chairman, Brahmanage Premalal stated, “At Prime Group, we believe nation-building starts with empowered public servants. This MoU is more than a partnership; it’s a commitment to strengthening the backbone of local governance. By investing in capacity building and knowledge sharing, we’re enabling local government officers to deliver with greater efficiency, accountability, and foresight. As a proudly Sri Lankan company, contributing to the growth of our public institutions isn’t just a responsibility, it’s part of our DNA”.

To date, under the Rajya Sewa Abhiman initiative, training programs have been successfully conducted in Gampaha and Negombo, equipping over 150 public servants with essential soft skills, communication techniques, and positive behavioural approaches aimed at enhancing their overall effectiveness.

At the signing of the MOU, FSLGA Chief Executive, Hemanthi Goonasekera noted, “The responsibilities of Local Authorities are vast, spanning the entire lifecycle of a human, from womb to tomb. Therefore, continuously strengthening the capacities of officers and members across all 341 Local Authorities is essential. This is a challenge that the government cannot face alone. In this context, it is truly commendable that the private sector recognizes its social responsibility to support and strengthen local governance. We extend our sincere gratitude to Prime Group for their meaningful collaboration with us in this important effort”.

This groundbreaking partnership between Prime Group and FSLGA marks a new era of public-private collaboration to uplift local governance. It reflects a shared commitment to empowering public servants and strengthening community impact across Sri Lanka.
